The last thing content management vendors need in 2010 is standards getting in the way of revenues. So it is crucial that vendors across Europe understand how to position and exploit new initiatives like MoReq. They do not need to develop products for which there is no demand, but avoid being locked out of bids when the RFPs emerge that specify MoReq.

All the previous approaches to MoReq will be obsolete by July 2010, because the EU –sponsored DLM Forum has committed in February 2010 to updating and rewriting the MoReq specification. The outcome will be an updated MoReq in 2010 that will be adopted by Government agencies and regulated commercial companies as a records and content management standard for purchasing new systems. In the UK, MoReq-based RFPs are likely to replace the National Archives PRO2 standard, and we have analysed the likely demand in other markets and sectors.

Strategy Partners, as members of the MoReq Governance Board, has been working to develop a more practical approach than MoReq2. We believe that future purchases need to help, not hinder, the adoption of pragmatic new approaches to records management and intellectual property re-use. We can all do without more obstacles to adoption, unnecessary overheads and boring paper-only approaches that are being painfully shoe-horned onto modern email, content management, website, social media and mobile apps and services.
